All of them.

You can point it. You can host at Godaddy (I wouldn't, they're principally a domain company). You can host elsewhere.

If it's a blog you take halfway seriously, you should move it to somewhere you control rather than having a free provider holding on to your content and links and possibly deciding to charge you/close down in the future. (Geocities, for example.)

If it's just a hobby or personal thing, leave it where it is.

Downside to moving, you get to pay a small amount for hosting and, probably more serious, you have to get used to another system (possibly Wordpress) and looking after it yourself. (But you might get interested in that side of things.)
