If he's not doing a lot of miles and the petrol station is on his normal route then yes. 20-25 litres won't make much of a difference if you don't drive economically and keep the car empty of rubbish.
It makes absolutely no difference and is counted towards the initial economy. If any difference is there it's in the 0.X liters per 100, which is negligible.

Same difference if you drive naked and think it has any effect on the car.

Or maybe don't drive the wife and kids around and use that as an excuse for better fuel economy, I guess.

Unless of course this is your daily driver:
