First Team Squad Taking into account new ruling

Hi

I've been looking at our current squad and I'm trying to put together 25 players that would complete the first team squad for the start of the season. From what I gather the likes of Rodwell, Gueye and Silva do not have to been named in the 25 because they are under 21. If this is correct I can see this working in our favour regarding any future transfers coming in before the deadline.

This is how I see the squad:

GKS: HOWARD, MUCHA, TURNER (HG)
DEFS: HIBBERT (HG), BAINES (HG), JAGIELKA (HG), HEITINGA, YOBO, DISTIN
MIDS: ARTETA, BILYALETDINOV, PIENAAR, OSMAN (HG), FELLAINI, NEVILLE (HG), CAHILL (HG)
FWDS: SAHA, VAUGHAN (HG), YAKUBU, BECKFORD (HG), ANICHEBE (HG)

There are 21 players above and 9 who are homegrown, so we meet that quota. So if I am correct regarding the under 21's we can add:

Rodwell, Silva, Gueye, Baxter, Agard etc.

So I make it out that we can add 4 more players to the squad who are over 21, with the plus point of them not having to be homegrown.

We've got loads that qualify . Timmy , for one . Arteta was at Rangers as a boy . That may also count . Howard at the Mancs for who the fuk knows how long ??? Distin , is arl , but again , has been around for forever .

One club who are NOT looking over it's shoulder on this one is us .

Me POINT , kid , is these are our Foreigners , and some of them may even qualify . Both Jags and Bainsey were released from our Academy , so , swings/roundabout .

We'll be fine . Better than fine , in fact .
 

Wait there, theres a Home Grown rule? Why hasnt somebody mentioned this in EVERY single post they make, oh wait.

Well I'm confused, don't know about anyone else.. It seems the rules will ONLY apply from September 1st (after the Transfer Window closes) - before then the PL teams can play who they want.

It also seems the Rule means 8 of the 25 named need to be 'home developed' - i.e. in England or Wales for 3 years (or 3 seasons - just to be confusing) before being 21. U21 players are not required to be in the list of 25 (although this does seem to be contradictory with regard to non-domestic U21 players - if it's designed to improve the domestic ratio of players then the likes of Gueye and Silva ought to be in the 17 list).

So, on the face of it Everton seem to have the right combination plus a large number of U21 'English' players (Rodwell, Jutki, Baxter, Agard, Wallace etc.) who need not be named in the 25. If the Domestic number is less than 8 then the total is reduced (e.g. 17+6) - I think the rules suggest 17 maximum and the rest of the over 21s must be English (Welsh) developed - but not Scottish/NI/Ireland (unless brought through the Academy with enough years). Just to confuse the issue a little bit more Tim Cahill seems to qualify as developed here through his time at Millwall when under 21. Additionally U21 is defined as born after 1 January 1989, as opposed to 1 September 1989 which means 21 (becoming 22) in some cases!!

I also believe Shane Duffy will always be considered part of the 8 (when he reaches 21+ in season 2014-15 as his birthday is January 1st) but probably Iain Turner (as he arrived at Everton when he was 18+) won't be. Seamus Coleman is already 21+ so he looks like he's one of the 17.

It would seem that the Gueye and Silva qualify as 'Special Players' i.e. Under 21 - once they reach 21 (or even 22!) for season 2012-13 they would have to be part of the 17!

With only 13 currently meeting the overseas rule we have some leeway to sign overseas players - obviously Iain Turner looks a bit surplus to requirements if we are struggling to meet the rule with the current squad.

We have 9 eligible for this list (so therefore we can name 25 over 21 year olds) - with the above list being only 13+9 we have the ability to change the squad to make up to 25.

Lukas Jutkiewicz (next year turns 21 so qualifies in 2011-12 for the '8')
Kieran Agard (2011-12)
Jack Rodwell (2013-14)
James Wallace (2013-14)
Jose Baxter (2014-15)
Shane Duffy (will qualify as Domestic before 21 - season 2014-15)

Magaye Gueye (but will become non-Domestic at 21; season 2012-13)

Anyone who has fooled around with this on Football Manager knows that this rule is absolutely toothless. Not only do we have nothing to worry about, I doubt any team will have anything to worry about. It's a nothing rule.

I also believe (may be wrong here) that you can just use up a spot if you don't have enough. In other words, if you're one short of qualifying, then just submit 24, two short then just submit 23. Considering most of the big teams have enough quality U-21's to step in when needed (which don't need to be registered) it really won't bother anyone at all. Really, spending a minute worrying about this is a minute too many.
 
The teams with the problem are the likes of Man City and The RS - both with more than 17 over 21 year-old Non-Domestic players.

yeah sunday times sport section did a feature on this last week.

city who are not finished spending already have 19 non HG players over 25, they also have quite a number HG
but as a result their squad is over 30 players.

The RS only have 5 HG players, shelvy etc dont count as not over 21... INsua would have counted but they got rid.

Yes we are fine and many others are 2, but i expect city will have to sell and [Poor language removed] will have to invest
