That's a weird take.

As I said, i'm not being critical of the idea, but it seems like you're just completely misunderstanding what was being said to be honest. If 60,000 are around the ground then there'll be problems, it's just a fact. It doesn't mean anyone's deliberately causing problems or doing anything wrong or whatever (although some blatantly will), it's just that loads of extra people knocking around is going to make everything a bit slower, mean there's more scope for issues etc. Some people with tickets probably are going to turn up fairly close to kick off, because they should be able to really, and probably normally do, and may well be travelling from miles away for a kick off at an utterly stupid time so literally couldn't get there any sooner. I'm not quite sure why they must be a clown but someone who's planning to stand outside the ground drinking a crate of stella 'to say goodbye' isn't, but there we go.

It's not a big deal to me, it is what it is and it won't be the first or last time it happens, but just refusing to accept that loads of ticketless fans being around increases the chances of problems occurring is daft in my opinion.
Only major congestion will be when they put that Ginger Bird on an end of match and people rush down to concourse to order 3 pints. Other than that only flashpoint will be fans queuing up to get in street end, if fans get there early enough it won't be problem. It will be busier than usual, but I don't think that will affect safety. With kick off being time it is, fans aren't in rush to get ale in, as they have 8 hours of pub time afterwards. Anyway considering all the nonsense we've been through, points deductions, 777, headlock gate, Benitez and Dyche, this will be a day that Blues with or without match tickets can enjoy. Our last game at GP and not having to worry about relegation. I'm sure you'll enjoy your day and don't have any problems, other than watching Jack Harrison going backwards every time he gets possession and having to listen to that Ginger Bird sing.
