My gut reaction is that its a massive project that sounds easy when you quickly say "small, manageable repayments each year".

And like I have said, it is just my opinion, no ITK at all, but based on having a bit of experience in big developments.
In essence, its like a local council havin tract of land available to develop, (more income, more folk, all good, NIMBYs aside). But. They need someone to build the bridge over the canal, or railway line, to get the whole thing going. So, they push through planning, and "help" a developer to finance said bridge.
Its pretty much that.Just a stadium, not a bridge.
