Not the best footage, but I think Verstappen could have given him a bit more space. Once Hamilton committed he wasn't going to suddenly slam on the breaks.

It's a fine line between giving enough space and 'shutting the door', which is not allowed.

It's a close one for me, but can definitely see why Hamilton got a penalty.
