The SC incident with the overtake was the get out. They decided against it, so that result was prettyuch mailed on.

There was a chance for f1 to have this as a big statement race. Whichever way it went. Whoever won, there would have been no argument.

They chose to destroy that and fix it, in a blatant manner. Like. We are going to fix the result and basically tell you and let you see us fix it. Them we will double down, in the face of our own rules and confirm the fix.
They got it badly wrong.

Okay watched the race. My unbiased analysis is following:
Masi bottled it massively in the first lap when Hamilton gained an advantage for cutting the track, it felt afterwards he owed Verstappen something... Had those cars not been able unlap themselves or had the race ended under the SC would have probably been one of the most biased decision ever taken by the FIA. They had no choice in the end really.
That said, on this particular race, Verstappen didn't deserve to win the championship. Not a fan of Hamilton but he showed what a great champion he is, ironically more so than previous years in a very dominant Mercedes car.
