It should be a penalty for Verstappen, he’s purposely cut across the kerb infront of Hamilton instead of just avoiding the kerbs and rejoining the track similar to Alonso within the first few laps.

As soon as another car is involved (Ocon), the luxury of ordering a position change is gone. Should then be to the stewards for a textbook 5s penalty for illegal overtake. Absolutely unbelievable.
