No but if you've artificially went down and got in the way of the leg motion then it won't be given, same way you can't just dive in front of someones legs when they're kicking the ball and scream foul.
But on balance, yeah, Allan wasn't down before the foul happened, so it's a definite pen. But in realtime it's a blink of an eye and I don't blame the ref for thinking Allan was already well on his way.
In short, it's the textbook example of what VAR should be used for.
