Think for Dobbin it would be a lower championship side team at best and although the standard of opposition would be better than league one a year playing attacking football and winning games at Derby is arguably better for the development and confidence of an attacker than a year feeding off scraps in a relegation slog.
The amount of disrespect the lower league gets from PL clubs fans is mad!
Playing league 1 football at 19 is incredibly tough, someone like Louis Barry couldn't make the grade last year so had to drop down a league to Swindon in January
Players such as James Maddison, Harvey Barnes, Brennan Johnson, Gavin Bazunu, Keane Lewis Potter have all played in that league at 19 and are better players/prospects for it!
