I'd agree with this. Fans love the ideas of big changes of players, but from a business and team aspect you never want such a big departure of players out the door in one go. Clubs that go through cycles of signing a large numbers of players in one window rarely succeed (eg Spurs after Bale left, Chelsea during peak Boehly signing spree, Forest after promotion). There's a couple of reasons for it, clubs know you're desperate and so jack up the prices, players know you're desperate and so jack up the signing on fee and wages, trying to assimilate such a large number of new players into a squad and way of playing simultaneously is very difficult.

Fans want revolution, but its very likely to be evolution instead.
