With the exception of LC & maybe ManU, City and Chelsea (and Liverpool) couldn't care less about this Cup. They're pretty much locks for Europe/CL anyway. There's no value in winning the Cup if you're already going to Europe. ManU & LC would probably want to win at least the FA, but MU has their own problems, and I'm not sure LC has the depth to compete for top 4 and the Cups.

City have won it the last 2 seasons Chelsea have been in last year's final and the semis the year before

You've seen Arsenal's away form the past year & a half, right? Now add this one being at Anfield of all places. Liverpool would have to play their 3rd team.

By the same token, which do you think Arsenal cares more about, winning the League Cup, or qualifying for the CL? Remember they've been on the outside (EL instead) looking in the past couple. I figure both teams will play 2nd squads and just let what happens, happen.

Klopp didn't even attend the press conference, the assistant is doing the team and mentioned people playing I've never even heard of tomorrow. Then again Arsenal have left some of their first team at home.
I bet the RS play a full team if we draw them next round
