It's not about the style of play, Stoke don't play the best football but you could argue that they are the 10th or 11th best side in the premier league.

England didn't even make it past the quarter finals, in theory there should be at least 4 european teams that are above them in the rankings just on the back of that.

As long as you have a seeding system, you need to have some way to rank teams so top seeds are seperated.

Whether you should have a seeding system is a different question, but once there is one a ranking list becomes vital.
