Michu has a reputation in Spain as well though - iirc he was the top scoring Spanish player in la Liga last season -wheras Arteta doesnt. Plus of course there is a bit more opportunity up front (Torres gash, Villa injured and then cant get back in the first XI at Barcelona, Negredo still meh, Llorente in internal exile at Bilbao etc) than there ever was in midfield.
