Normally, I would agree with you, but this convoluted format means that there were some who shouldn't have been in the finals and too many who got a second chance.
I remember when it was sixteen teams in four groups of four, top two go through A1 v B2, B1 v A2 and so on and was a thing of beauty.
Not saying I didn't enjoy aspects of this tournament, but there was too little peril in the group games and matches I didn't watch (typical Euros work permitting I would catch every game).
