It's still figurative language though. The rest was an explanatory paragraph which is an odd insut to throw at someone. (I'm fully expecting an actual insult after this. Ad hominem)

Not quite. Spin doctors usually interpret an event in a favourable manner. They might employ figurative language, but it is merely a technique to achieve an outcome.

'Load of balls' would be figurative language as an idiom.
Idiom you use phrases to look clever - ........is the EU an idiom ?
