Why's that? there's transfer windows where I dont believe they even brought players in. Budget plays a factor. But hey I'm not a big dyche fan but he took them to Europe and kept them in the league for numerous years and was even able to get them promoted so his tactics worked to a certain degree

Having watched Luton v Forest earlier they are just a Burnley playing in orange (I will admit to only watching them this one time this season lol )

Without knowing the details (fractured relationship with board maybe?), it appears from the outside as desperate timing and a massive lack of faith.
If the plan is to bank on new manager bounce, then that is a huge gamble.
