Ultimately yes, but for a while looked like he was going to get house GOP to go on record so he could then point his finger at any who voted no and then say "blame them not me", one of his other favourite tactics.

He can't afford to let it go - he has to break the power of that mob on the right or they will shoot down every proposal that comes up in the legislature over there, since under the current makeup they hold the balance of power. The only way to break them is to come up with something that has clear national support and which could therefore have bipartisan support in the House and the Senate, and the only way he has to do that is over something like healthcare.

Sounds like he is upset with the "Freedom Caucus" but isn't going to fight them, at least on healthcare.
