Yes, I can't remember where I read it, but I'm sure it was about Giuliani and they speculated that he'd likely have nothing to offer prosecutors. And I think that given he was supposedly intoxicated throughout a lot of the period (which is a known line of investigation into him) then he'd hardly be a reliable witness anyway.
