I think the crazier his campaign got in '16 the more apathy it created among Clinton voters. There was definitely an element of 'Meh, there's no way this nut job will get elected and Clinton wasn't my preference so I'll sit this one out'.

Fairly certain the evidence of the protest vote was in the 2018 midterms when loads of fairly safe GOP House seats were flipped. The difference in raw vote total between D and R was the biggest in history for a mid-term and the biggest by % of any wave election in recent history.

Difficult to imagine in the nearly 2 years since 2018 the POTUS' support has grown.
