True but there is a substantial difference between just replacing outdated existing capabilities and expansion - Trump seems to be signalling the latter with comments such as these below.

It really has been difficult for me working out what he stands for as he spouts and spews out so much stuff all over the place.
One minute he suggests he is going to carry out socialist style economic intervention and protectionism to protect jobs and the next minute he is surrounding himself with loads of right wingers.
One minute he suggests he isn't going to get involved in foreign wars and regime change and the next he is professing he is going to start a new arms race and making beligerent noises to China.
One minute he seems to be showing refreshing independence of thought to the previously enshrined policies of the past and the next it is "same old, same old" with regard to Israel.
I guess we will find out, but it doesn't look too good does it..?
