Regardless of that issue, it surprises me that ‘shutdown’ occurs in an advanced nation. Surely financial safeguards should be in place that ensure continuity of public services (street cleaning, public buildings open etc) not to mention public sector workers who I assume suffer loss of salary.

How are government shutdowns even a thing ? If they don't agree on one thing (The Wall in this case) they can all sod off and go on their jollies for a few weeks ? what is that about ? Why does government need to shutdown if they can't agree about a wall ? Does literally everyone in politics just go home and go on holiday for a few days ? Don't they have some other crap they can be getting on with ?

100% on Trump tieing his wall to the government's funding. You can have government funding without including his wall. He is trying to hold Congress hostage to his will. It is backfiring on him politically, and that is why he is now saying he can declare Martial Law and have the Dept of Defense build it without Congressional approval.
 
Let me expound a bit further @longers.

So there has been an ongoing situation called a Continuing Resolution in Congress that has been funding the government for some time now. Every few months we come to a point where everyone agrees that neither side is willing to give in on major issues so the CR is a way to keep things funded until the next time they need to kick things down the road. Trump told folks he was prepared to sign the CR. The Senate voted 100-0 to approve the CR. Meanwhile far right wing media folks got in Trump's ear that if he signed it he would look like he gave in on his wall funding.

The insane thing is the 'campaign promise' was that Mexico would pay for it, not appropriated funds from Congress.

So here we are on day 13 or 14 of this shutdown with no resolution in sight. There are folks working for free, services not being fulfilled, and normal everyday folks living paycheck to paycheck that won't be able to make ends meet.

While in theory I agree that the CR is a weak way to keep things going, and I would applaud a bipartisan bill for long term funding, adding in wall funding as a stipulation to fund the government is 100% Trump trying to bully Congress to his will.

Not only do they not got paid (and a lot of contractors won’t even see back pay), some are having to work overtime without pay
