Can you share your understanding as to how and why figures are manipulated? With evidence? Specifically why those particular figures would be manipulated and who would gain?

As I understand it, it's in the police's interests not to misrepresent the number of officers deployed to an event for a number of reasons
1. They have to pay those people.
2. They have to report it to their regulators who audit them.
3. They need to know how much of their resources are required for large public gatherings for planning purposes going forward.
4. It's useful to know what the resources at your disposal are working on at any given moment.
5. They're a public body and have to account for how they spend their budget.
