He may or may not exist but he wasn't honoured by Putin. Is that a semantic or a technicality?

You obviously don't think 'technicalities' matter. It's a pity the 'technicalities' over Blair's WMD lie wasn't pulled to pieces by the state controlled BBC and supine media. That way the lives of millions of Iraqi's may have been spared. There has been hundreds of people wrongly convicted because juries have believed the state prosecutors 'semantics and technicalities'.
