It wouldn't be. The most significant part in that report was the retired teacher who said he'd noted down Cummings' numberplate - not that he could prove it was Cummings', but there are people who can prove that it was and give a good idea of its movements over that time.

That or there’s no real tangible evidence (photos etc.) apart from the sole witness statement, so they’re happy to ride it out as unproven.

You can't drive 300 miles and not hit an ANPR camera anymore.
