It's an interesting debate whether that should be defined as deliberate handball, but at the moment the rules don't class it as so.

It is in the guidelines - governed by the unnatural position rules (did the hand go towards the ball, which in the case of jumping for that header it plainly did). It isn't defined clearly though, that's true.
