Negotiating a new 3 year contract I’ve just read.
He isn't injured. Recently, he has been selected for the pre-match squad a few times, for example Chelsea, but he hasn't made the actual squad.

Looks like Cenk Tosun has talked himself out of his planned move:
Besiktas had ‘opened the doors’ to their former player but were ‘shocked’ when he responded to them and demanded €3m a year in wages.
His argument was that because he would be arriving on a free, he should be paid more; something that ‘angered’ Çebi. In fact, he’s reported as telling Tosun’s agent, “I have given a promise to him, but those numbers don’t exist anymore. If he accepts 1.5 million euros, let him come. If not, I wish him success in his football life.”
