He's not going to adjust to the Premier League by being left in the U23's. He doesn't need to be developed, he needs game time to prove himself and his goal (which was not a sitter btw) is the first step in doing just that.
His passing was not abysmal at all. A couple didn't come off but unless you're watching Man City, that tends to happen for forwards. The ones you can say were abysmal in passing were our deep midfielders.
He's the only striker who has any genuine threat to him. Niasse is annoying to defenders but that's about it. DCL can support an attack but cannot lead it.

I admit there is plenty of merit in your post. Specifically that the U-23s won’t be able to adequately prepare him for the stylistic challenges the premier league presents.

In general there seem to be 4 models of a CF:
1. Target Man - Holds up play to allow the squad to transition offensively.
2. Creative False 9 - Creates chances with off ball movement, dribbling, and precise passing weaving in and out of the gaps in the defense.
3. Pacy Dribbler - stretches the opposition by trying to get in behind, can take on defenders to create an opening to get their shot off.
4. 6-yard Box Finisher - just the finishing; completely dependent on their service. Usually they harass the defense when out of possession trying to force a turnover.

I value the first three immensely as they create offense as well as provide finishing ability. I want one of these types for Everton.

Tosun appears to be the latter. Nothing wrong with that kind of player. I just personally don’t rate them as highly, and in these early days I don’t believe he currently possesses the technical skill sets to perform any of the other roles. All the physical attributes are apparent; but he could really use refinement by way of top level coaching; which I am uncertain is present with our current regime.

Hmmmm, I think he could turn out to be a decent target man, but it's slightly early to be judging it.

7 goals in 15 appearances this season and one of the very few players who have actually given all they have every game. No hiding, no lack of interest or contempt for the club or fans.

We'd be in big trouble without him and he'd be a good squad player to have next season coming off the bench.
 
Thought Cenk was excellent in the first half, great first touch, hold up play and a fine debut goal to top it off. Think he will give us a fine option up front, whether that will be enough I don't know.

I disagree I think he's next to useless and any ambition we want to show he needs to be gone

Jelavic and gabbiondini are strikers who have had purple patches and are still useless in recent seasons

The man literally cant even control a ball he's just a semi good finisher

Niasse has a winning mentality! He’s one of a few with a spine. Who’d of thought we’d be saying this 12 months ago ha!

Unfortunately, Everton Football Club in 2017/18 have taken huge steps backwards and we don't have the luxury of getting rid of players who have a 1 in 2 goal ratio and run themselves in to the ground each game, even if their quality is lacking. Our improvement will have to come in phases over the next season or 2 and there are a good 10+ players i'd be looking to move on before Niasse. If we had progressed how everyone had hoped this season then I think Niasse's days would have been numbered as he isn't a top 6 striker.

Keeping on topic, the writing off of Tosun at this early stage has been ridiculous. Someone said his passing was absymal which I completely disagree with. He played 2 or 3 good first time passes off to the likes of Calvert Lewin in the first half and that ball he put across for Walcott with his left foot was a decent ball. It may have been intended for the more central player (can't remember who it was) but was with his weaker foot and was a dangerous ball across to deal with which is why it ended up going past their defender to Walcott. His right footed one for Walcott with the outside of his foot was poor but I think Walcott had already played the ball behind him anyway which disrupted the flow of the attack.
