Beer, revisited

Also, tomorrow I'll have gone a month without a drink, and not even for health reasons; I'm just going through a penniless stretch. Enjoy your beer while you have it, folks.
 
I've seen a number of pictures like this of a tap handle with a small jar at the base. Is the jar full of the beer on tap so you can see what it looks like before ordering? I've never seen that in the USA.

Yea, it's pretty popular in the UK. Although after the first day, the little non-airtight jar goes darker and darker anyhow lol

Is the intention to give a visual sense of how long the cask has been on and how much it's oxidized? So if you were ordering kegged beer instead, there wouldn't be a jar because you'd expect it to stay more or less stable over time?
