I knew this rang a bell.

The African side that faced the most severe repercussions after a poor performance at a World Cup was Zaire (now the Democratic Republic of Congo) in the 1974 tournament. The team was threatened with not being allowed to return home by the country's dictator, President Mobutu Sese Seko, if they lost their final group game against Brazil by four or more goals.
