A salary cap that's properly implemented like the nfl would be the best idea I think

This is the way to go, Nfl comes down to good coaching, no team can buy all the great players, if it was implemented in the premier league it would come down to how good your youth system is (we are boss here), the likes of Sky 4 would never buy into it.

Until we can afford to play our players the top wages they will always be linked away, so Bill would really need to look harder for Investment or the likes of Barkley, Stones and Coleman will always be in danger of leaving.
 

It works brilliantly in the nfl
but they also have the college draft system too which helps. You often see one of the worst teams one season challenge the next. It makes it so much more interesting and unpredictable
 
If it makes it easier for Liverpool by weakening the opposition I'm against it, if it makes it harder for Liverpool to win the league I'm all for it.
 
This will never happen as it would have a detrimental affect on the Premier League "brand". Its all about keeping the clubs with the most influence happy, has been for awhile. Can you imagine if City and Chelsea were handed handicaps and they failed to qualify for the Champions League? The Premier League simply wouldn't stand for it.
