We're not Germany and there's little or no desire to restrict spending by the Premier League clubs. It will end up as a % of turnover, which will help us as we've got a big supporter base, but will entrench Arsenal, the rs and Man Utd at the top for ever.

TBA with a 'tax' on anything spent above that would be sensible.

So if a club wants to pay £150m for a player, but have already maxed out their allowance, they can still go ahead and spend their own money so long as they also put £75m in the kitty to be spread amongst other clubs further down the pyramid.
