TBA with a 'tax' on anything spent above that would be sensible.Anchoring spending to the lowest turnover club would be a game changer, but is about as likely as us getting a proper Labour government. We're not Germany and there's little or no desire to restrict spending by the Premier League clubs. It will end up as a % of turnover, which will help us as we've got a big supporter base, but will entrench Arsenal, the rs and Man Utd at the top for ever.
