Does that work? A leap year adds on 24 hours to February. And you've added 24 hours from the midpoint of a normal February to the midpoint of a leap year February. Wouldn't you add 12 hours instead of 24 to get the mid point?
29/2=14.5. that's 14 full days and a further half day which would be midday 15th. But to @TGW89 's point, that fact we're discussing leap years is a testament to how badly we've been run.
 
Half of 29 is 14.5, so yes, noon tomorrow. It's not rocket science, people.
But maybe mid month is a loose term. For example, it would be nice if Everton were mid table but what position is that, 10? Or is it a band of positions from say 8th until 12th. So are we looking at a band of days covering the middle portion of the month. Tantalising isn't it 🤔

What happens if both us and Forest get hit with another deduction in May, then you'd have the whole appeal process likley not concluded until after the start of next season. The PL have dug themselves into a hole and the plan is to keep digging in the hope that they can dig themselves out, instead they are just getting deeper.
I will take pleasure in hearing Masters resignation speech, and the P&S rules consigned to the bin to be replaced with something that actually works.

Here's the way I see it:

You have a beginning third, a middle third and an end third to a month.

They are of equal size, so the middle of February is roughly from the 10th - 19th.

There are five days of the window that could reasonably be called 'mid-February' left.

Yeah but in Dickie Masters world, a few weeks means several months.

So mid feb could mean mid november
