I don't think that's even possible. Even if every team drew 36 of the games and won/lost one each that'd still only give them 39 points.

Back in 2003... the same season that West Brom & Sunderland only managed 26 & 19 points respectively, so hardly surprising that 40 points wasn't enough that season.

That aside, the original statement was 'what if everyone finished with 40 or more points' and I pointed out that it probably wasn't even mathematically possible.

Correct. That season was an anomaly and only because not just one but two teams were utter utter pants that year.
