Would this be in addition to the home grown rule? I.e. If players have been in England for x amount of years before x years old, would they be ok?

Not sure. How does that rule currently apply to Scottish and NI players who didn't come through the English youth system. Like Naismith. Was he classed as one of our home grown players?. I can't remember.

Andrew Robertson at the vermin isnt considered homegrown.
So Naismith wouldnt have been.
James McCarthy, who is Scottish, is classed as homegrown, due to him signing for Wigan at a young age.
