I think when the manager says ‘we need to get some elite players’, then it’s fair enough for the fans to expect that there may be some elite players in.

I think that’s very disingenuous. David Moyes is a very experienced manager, he knows that words carry weight, and he has first hand experience of how seemingly off the cuff comments will be taken to heart at this club (the people’s club, anyone?). We can’t say ‘ah that was just words’ about the stuff he’s said, either he meant it or he’s an absolute idiot. I know which one I think is more likely.
 

I think this is the issue. I don't see McAtee getting anywhere near Palmer level.

Palmer always had moments of individual brilliance in games prior to his Chelsea move (yes largely playing in the city youth teams, but they were there).

I think McAtee looks good in a team with exceptional footballers.

I just don't think we'll see what we expect if we came here. Especially if he gets shunted out to be right sided attacker.
As regard to " moments of individual brilliance " at City i think McAtee is at the very least level on on that score.

But like any transfer they are all a gamble.
 

I know that plenty of people rate McAtee but
a) is he what we need ?
b) is he worth an inflated fee ?
c) I know he has played for City , but he would have to become a focal player for us , at that fee , and I feel that there is a massive gap between age restricted internationals , and the premiership
d) where would we play him as I don't think that he is pacy enough to play wide right ?

You play him as a number ten

Or something equally as obvious as one of those.

Someone like Guehi at Palace is devalued as he knows he can play out his final year and then go to Liverpool for nothing.

McAtee isn’t going to want to do that, as it’s a World Cup year and he’ll want to be playing games.

Exactly, if only one interested club doesn't let the contract length effect their thinking then simply put he's worth what they are willing to pay.

For what it's worth a total deal adding up to 35m with add-ons being a good 10 or so of that is imo fair value for a player with absolutely huge potential
