I like the PK - score or dead ball on save. Already a 70% chance of scoring. Often on fouls that were barely in the box at positions with acute angles.

I have never heard anyone say they think it would be a good idea to rule out a goal scored after a goalkeeper parries a penalty kick and a fellow knocks in the rebound.

Instead of bringing in new rules they should focus on fixing the rules they already have in place, and maybe start punishing teams that blatantly ignore the rules.
