I believe it takes a few months for the premier league to approve the deal right?

It took a while before friedkin got approval I think around 12 weeks.

The Europa league group stage draw is on 29th august which is in under 10 weeks

The difference between this and Drogheda is that Drogheda are 100% owned by the same people as Silkeborg, so they've been able show that Textor was not involved day-to-day.

Everton takeover approved after about 6 months.
Palace takeover in 3 months, extraordinarily quick if so.

The league begins in about 7 weeks, surely they won't have approval and therefore be able to participate in UEFA competitions next season if they don't abide by the ownership rules.

Textor does not have a majority ownership or major influence at Palace. That is the deciding factor for UEFA. All the talk about blind trust deadlines etc is irrelevant.
The timing of the sale is convenient but Textor wanted to sell his holdings anyway.
 



Effectively Textor can "give up" on Lyon so Palace can play Europa?

Textor has, through his Eagle Holdings Group, owns 4 Football clubs. In addition, he had an investment in Palace which is not part of Eagle Holdings. For his 4 clubs he only ever had enough money for about 2 1/2 so he was forever robbing Peter to pay Paul and jousting with various regulatory bodies. Lyon were provisionally relegated last November but given a period of time to re finance. Textor made various announcements to the media during the period since; He was selling his Palace shares, He was buying the other shareholders out at Palace and taking control, He was investing in an English Championship club, he was floating Eagle Holdings Group on the New York Stock Exchange (none of which has happened yet) and finally, he was selling his Palace shares (where he was low balled by £50m because he was a forced seller with nowhere to go.)
Textor is an incompetent grifter who has more front than Blackpool. His financial incompetence has left Lyon in a bad way as a club and now that has caused it's relegation. Parish saw him coming and welcomed his investment but kept him clear of any power and decision making. He has had no control or significant influence at Palace during his time there and if UEFA are even handed it will be that simple, singular fact that allows Palace to enter the Europa League which they qualified for on May 17.
The sale of Textors' Palace shares and Lyon's relegation* have nothing whatsoever to do with Palace being allowed (or not) to play in next season's Europa League. That said, UEFA may need some weasel words in their full judgement particularly as they are desperate not to have their ruling challenged and their decision making processes in this and previous cases exposed.

*Lyon's relegation may not prevent them being eligible for Europa League participation.
