Might be a stupid question but aside from the Club World Cup is there a reason the Transfer Window doesn't line up with PSR?

Its so those clubs that dont worry / dont care about psr can have the first pick of the available players

Yeah he uses his left foot at all times, even when it would be much easier to use his right.
