In 2015, Everton explored a deal for Virgil van Dijk, who was then at Celtic. However, the club found the fee (around £10–13 million) too steep and declined to pursue it further . He went to Southampton.

As they missed out on van Dijk, Everton turned their attention to Michael Keane, then of Burnley. Keane had been a target throughout 2016–17 and became a key defensive priority.

Everton signed Keane on a five-year deal for an initial £25 million (rising to £30 million).

Those 2 things were completely unrelated. In the 2 years between van dijk moving and us signing Keane we changed owner, manager, and brought in a DoF.
 

I don't actually want to sign him mate

But playing devil's advocate, I can understand why (if finances need to stretch to 8 to 10 players this summer) this is an option they'd consider. He's clearly past his best, but it's essentially a swap of Walker for Young Vs what our options were in the position last season and to me that represents an upgrade (albeit not as much of one as I was hoping we'd make).
The problem with that is, he's on £175k per week at City, he's got a year left on his contract, so he won't be taking a big wage drop to come here. He would just stay at City and get paid for not playing.
