If they really wanted to gain traction you have to offer yearly qualification based on merit, but that doesn't particularly appeal to some as they want the guaranteed participation and associated monies. Yearly merit qualification also negates the the whole promotion/relegation aspect. It seems...

What happens if none of the PL clubs that are in the ESL get relegated out because they just do enough to stay in the system? Does that mean no other PL club can ever can get in? Even if they won the PL?
