What would cost us the most money?

1. Spending more money than allowed and being hit with a big fine and 5 points deduced, yet we have a stronger squad this season
2. We don't spend anything and get relegated

I would say "it's just a friendly" if they didn't just escape relegation by a nose hair and have done nothing to strengthen the squad. I'd say we are weaker right now with, what, 3 weeks til MW1?
