It is a calculation of a firm's cost of capital in which each category of capital is proportionately weighted. All sources of capital, including common stock, preferred stock, bonds, and any other long-term debt, are included in a WACC calculation.
The exact reason Amazon is borrowing money it doesn't need is so it can lower it's WACC. Borrowing money so cheaply reduces it's WACC, makes it more attractive to investors and allows it to expand more quickly.
