It does not say that 9 English teams can be in europe

Yes it does :

"If a season ever occurred when English teams won the Champions League and Europa League - and neither of them qualified for Europe through the league - there would be NINE Premier League teams in Europe (five in the Champions League and four in the Europa League). "

Not sure if it's right but thats what it says.

I prefer to take the word of the actual Premier League website myself.

The maximum numbers of English teams in UEFA competitions is seven.

That doesn't explain what happens if English teams win the Cl and EL but finish outside the Euro places in the league though.

But like you i thought the max teams we could have in Europe was 7, so assumed if for instance Man U win the CL and Arsenal win the EL but finish 8th and 9th then they go into the CL next season, as do the top 3, then the 2 EL places go to whoever the FA decide. 4th place and FA cup winners i guess if FA cup winners haven't already qualifed, if they have than it goes to EFL winners if they haven't already qualified, if they have than it goes to 5th place.

I can understand thinking 8 teams in Europe if we kept the 3 in CL from the league + the 2 Euro winners + the 3 EL qualifiers. But where they get 9 meaning an extra team in the EL i don't know.

If English teams win both the CL and EL and both those teams finish outside the top 4 then only the first 3 would qualify for the CL
The 2 Europa spots would be taken by the League cup and FA cup winners
If one of the top 3 or the RL or CL winners has won one of those cups then 4 place gets Europa
If 2 of the cups are won by teams who qualify for the CL win the league cup and the FA cup then 4 th and 5 th place get EL

Doesn't mention how many teams in total one counrty can have so if 2 English teams winning the CL and EL but finish outside the Euro places in the league happens they might make an exception and drop the 7 teams max rule.

Meaning top 3 + CL and EL winners go into the CL, 4th place and the 2 cup winners go into the EL unless the cup winners have already qualified via league placing then the last 2 EL places go to 5th and 6th.

So i could see 8 teams in Europe but god knows where they get 4 in the Europa from
 
Newcastle winning is good for us but still worry about Wolves game in hand - think they'll just edge us however a draw at saints tomorrow and a win for us gives us a small chance.
