If he publicly joined, then next transfer window we would get rinsed by all and sundry, far better to keep things on the low-down until the window closes then make any announcement official.

I am so confused. I thought it was well established that our spending was constrained by the rules and not by Moshiri's ability or willingness to spend. How would that change if Usmanov signed on officially?
