My reading of it as well. 66% of funding will be underwritten by LCC, not paid by them. The rest will be us/FM/someone else. Always the case.

The time frame is stretchng a bit mind.
Then maybe its badly worded tweets mate, but they really make it sound like that Council are funding it, else why are they not close to agreeing a deal with the Council for the SPV for the whole total money needed? Or is it the fact that they would only ever guarantee £300 Million so cant go over that?
 
Stadium architect Dan Meis has just addressed shareholders in the room via a video message, saying he has fallen “in love” with Everton and that the Club’s “vision” and strong identity will allow him to design a stadium at Bramley-Moore Dock that will be “a model for football the world over.”
