I fear that if Tosun is signed, Allardyce will use him like DCL, a lone striker which will cripple his ability and bring criticism down on his head.

Well despite the previous reports claiming the deal is done, sources from inside the club (Besiktas) reports that negotiations are far from over. There is still a 5M difference between what Besiktas asks and what EFC offers. And also EFC wants to make the payment distributed in a year, whereas Besiktas wants it all at once.

There are other clubs involved too. Mentioned before were WHU and Newcastle. In addition, Sunderland and Napoli are interested. RB Leipzig has already made an offer better than EFC (28M) and they agree that Cenk can stay in Besiktas until the end of season so both Besiktas and Leipzig can benefit from him playing in CL last 16.

While Cenk wants to play in the EPL, it seems the more acceptable offer came from Leipzig so the club is reluctant to let Cenk go for anything lower than £30M.

I dont think anybody is telling lies mate. it is just that different sources release different news sometimes. I am just using my judgement and knowledge about our chairman. if everton was coming up with a 25m euro cash, cenk would have been long gone. the deal is absolutely incomplete right now, if it is not off the table completely. I dont know how this will go for everton, but I kind of started to feel like he is staying for a while.
