Context is key, you're right. What suggestion is there that the players character hints at repeated arrests?

Always find it odd people who are worried that they're remarks are going to make them seem like a pervert or racist. Most normal people don't have that worry. It's the equivalent of 'can't even speak to a woman these days'. It's a very particular type of person who needs to worry.
