Of course but l think he has been playing a waiting game in anticipation of Kroenke selling up. That appears unlikely to work out and as Usmanov is getting no younger and if he wants to leave a mark on the football stage then he must do it now. It would also be a slap in the face of his great foe if he can turn us around and replace the Arse at the top table. All joking aside a doomsday scenario like this is a reason why it is critical that the extra/new income generated by the stadium is sufficient to meet the loan repayments without Moshiri (or Usmanov or an outside third party) having to top them up. Last thing we need is any transfer budget being negatively impacted by the debt/lease terms the stadium will bring.
